Description
The work involves construction of a new 3,844 square meter Fitness Center and demolition of an existing 3,524 square meter fitness center at Dyess AFB, Texas. Work items include demolition, abatement, sitework, structural concrete floors, concrete masonry unit bearing walls, steel structure, structural standing seam metal roof (SSSMR), brick veneer, translucent insulated wall panels, exterior insulation and finish system (EIFS), indoor swimming pool, gymnasium wood flooring, racquetball courts, interior finishes, fire protection systems, security systems, electrical, lightning protection, heating, ventilating, and air conditioning complete and ready for use. Bid options include an elevated running track and furnishings and equipment items. Duration of the construction project will be approximately 450 days. Estimated cost range is between $10 Million and $25 Million. Solicitation to be issued on or about 26 July 2001. Proposals are due on or about 28 August 2001 at 1400 hours. The North American Industrial Classification System (NAICS) Code applicable to this project is 233320, Commercial and Institutional Building Construction, which corresponds to SIC Code 1522. The Small Business Size Standard is $27.5 Million. The plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge. Plans and specs will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5" diskette, CD-ROM and/or the Internet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractor's responsibility to check the following address daily for any posted changes to this solicitation. Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance at the following Internet address: http://ebs.swf.usace.army.mil. All offerors are encouraged to visit the Army's Single Face to Industry website at http://acquisition.army.mil/default.htm to view other business opportunities. This is an UNRESTRICTED solicitation. Offerors from all qualified business concerns are solicited. If a large business firm intends to submit a bid, it must comply with FAR 52.219-9 clause regarding the requirement for a subcontracting plan. The Fort Worth District goals are as follows (expressed as a percentage of the contractor's total planned subcontract amount): Small Business -- 61.4%; Small Disadvantaged Business -- 9.1%; Woman-Owned Small Business -- 5.0%; American Veteran-Owned Small Business -- 3.0%; Disabled American Veteran-Owned Small Business -- part of above-stated 3.0%; Historically Black Colleges & Universities/Minority Institutions (where applicable) -- 2.0%; and HUBZone Small Business -- 1.0%.
