Description
This is a Sources Sought Synopsis. The U.S. Coast Guard (USCG) is conducting market research to determine the existence and interest of potential sources to provide a HU25 Mishap/Data Recorder System. Solutions could be as simple as a crashworthy system that would record only cockpit audio and video or as involved as a cockpit audio system with flight parameter recording. The system, at a minimum, would have to provide useful data in day and night cockpit lighting. At present, the HU25 fleet?s digital flight data recorders are obsolete and the aircraft lack even a simple cockpit voice recording capability. It is projected that USCG will expend up to $750K for non-recurring engineering (NRE) costs and $20K to $75K per aircraft for acquisition and installation of the proposed system. If possible, responses should include: 1) A description of the system, major components, and capabilities. 2) Demonstration of technology, i.e. current uses in commercial aircraft, any certifications or standards the system meets, etc. 3) Estimated NRE. 4) Expected hardware and installation costs. If possible, a breakdown including initial installation and setup costs such as software licenses, ground support and downloading hardware or technical manuals, is desired. 5) Expected annual or recurring maintenance and support costs. 6) Required initial and recurrent training. 7) The name and address of the contractor. 8) Point of contact including: name, title, phone number and email address. 9) Business size and type i.e.: Large, Small, Small Disadvantaged, etc. The NAICS codes related to this mishap recorder system is 334511. Prospective suppliers are encouraged to submit a capability summary that does not exceed ten (10) pages in length describing their most relevant corporate experience, and their approach in meeting the requirements stated above. Actual video/audio depictions of cockpit recordings in like aircraft are encouraged. Where to Submit: Submit responses via mail, fax, or email to the above address.
