Description

Background "This is a combined synopsis /solicitation for com- mercial items prepared in accordance with the Format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation #F3ASCH10940100 is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. This is not a small business set aside. This RFQ has one line item. The item being acquired is a hard drive cavity degausser for purging classified information from hard disk media up to 3000 Oersteds including one-third, one-half and full-height hard drives without removing the disk platters. Must accept floppy disks, disk packs, sealed disk packs, hard disks, Winchester disk drives and disk platters. Changer must accommodate all disk drives to 3.5 in (89 mm) high by 6 in. (152 mm) wide by 10 in. (254 mm) deep. Effective degaussing field must be 6 in. (152 mm) square by 3.5 in. (89 mm) high. Delivery is required within 30 days from date of award. Solicitation Provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Evaluation will be based on best value (price, past performance and quality). All quoters are to include with their quotes a completed copy of Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quote. Clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. Clause 52-212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, applies to this acquisition (for paragraph (b), the following clauses apply 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.232-33. Clause 52.204-6 and DFARS Clauses 252.212-7001, 252.225-7001, 252.204-7004 apply to this acquisition. Copies of all provisions and clauses including Representations and Certifications, are available at http://farsite.hill.af.mil/. Contract financing will not be provided for this acquisition. Contractor must be registered in CCR prior to award. The Government will make an award from this request for quotation to the responsible quoter whose quote will be most advantageous to the Government. The Government reserves the right to not make an award at all. All quotes are due by 5:00 p.m. on July 5, 2001. Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the quotation development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. Existence of an ombudsman does not diminish the authority of the program director or the contractor. Accordingly, the ombudsman does not participate in the preparation of solicitations, the evaluation of quotations or the source selection process and therefore, for routine matters on individual solicitations, please contact the POC listed for this solicitation.
