Description

The National Institute of Standards and Technology (NIST) plans to contract with Dr. Albert Henins, 10628 Seneca Spring Way, Montgomery Village, MD 20886, under the authority of FAR 13.106-1(b). He will work with the NIST Atomic Physics Division to provide x-ray spectrometer and crystal fabrication services. The services required include critical measurements for the U.S. fusion effort and characterization of thin films of great importance to the semiconductor industry. This work requires experience and highly developed skills in crystal technology and precision x-ray instrumentation. Dr. Henins has a unique collection of knowledge and skills in these areas, having worked on research in crystal technology and precision x-ray instrumentation for the past thirty years. For these reasons, it is in the best interest of the Government to contract only with Dr. Henins for these requirements. The period of performance will be six months from date of contract award, with three additional=20 6-month option periods. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotes. However, the Government will consider all responses received by the date identified above. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available.=20
