- Description
- The Department of the Interior (DOI), National Park Service, Air Resources Division (NPS ARD), is soliciting proposals from firms having the capability to perform the work described below. A negotiated multiyear cost reimbursement plus fee contract will be awarded. The contract award is anticipated for late September 2001. The contract award will be for one year, with one-year options at the government's discretion to extend up to a total of five (5) years. Submission will require an administrative, a technical, and price proposal. Although price is a critical factor, technical capability of the firm will weigh heavily in the evaluation and selection process. The successful offeror must possess experience in operating and maintaining a large-scale visibility monitoring network. The contract will be for the operation and maintenance of NPS visibility monitoring program equipment and its possible enhancement and to reduce data for special studies. Tasks include deploying, operating, and maintaining ongoing visibility monitoring sites; reducing and analyzing data collected; deploying, operating, and reducing data for special studies; maintaining a spare parts inventory; instrument acceptance testing, modifications, and repairs; site operator training; assistance in standard operating procedures development; and implementing a field quality assurance program. Typical installations include multiple still and time-lapse camera systems as well as transmissometer and nephelometer instrumentation. The network currently consists of 17 transmissometers, 8 nephelometers, 4 automatic 35mm camera systems, and 25 air temperature/relative humidity sensors in a total of 22 parks and wilderness areas. It is anticipated that this solicitation will be issued electronically on or about July 23, 2001, on the Department of Interior's Business Opportunities web site, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. It is anticipated the Department of Interior will be conducting all future business opportunities via electronic commerce.
