Description

The National Institute of Standards and Technology (NIST) plans to contract on a sole source basis with Wen, Hagley and Associates, 13401 Valley Drive, Rockville, MD 20850, under the authority of FAR 13.106-1(b). The contractor will perform the following tasks for NIST: (1) Design and construction of an open air quantum communication link, and initiating its use as a general test-bed for quantum information transmission protocols; (2) Studies of dense wavelength division multiplexing (DWDM) modulators using active cross phase modulation; (3) Construction of an optical test platform capable of measurements at an aggregate data rate of up to=20 10 G/bits; (4) Design of a high-speed opto-electronic transceiver and integration of the transceiver with the test platform. Wen, Hagley and Associates are uniquely qualified to complete this work in particular because of their previous experience in providing NIST support in these areas. Completion of these requirements in a timely fashion requires detailed knowledge of existing NIST experimental equipment and facilities. By virtue of their previous involvement in the design, construction and use of these facilities, Wen, Hagley and Associates are the only company that possesses that experience. For these reasons, it is in the best interest of the Government to contract only with Wen, Hagley and Associates for these requirements. The period of performance for this contract will be for one year. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by the date identified above. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available.=20 See Note 22.
