Description

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This procurement will be a Request For Offer (RFO), and is being conducted under the Simplified Acquisition Procedures (SAP). NASA/SSC plans to acquire the following services: Provide professional photogrammetry and remote sensing input and perspective during the planning and execution of Phases II and III; Develop a data Collection and Analysis Strategy (Survey, Interview, Focus Groups); Support meetings of the Forecast Team including travel for representatives of academia, non-profit organizations and the team co-chair; Provide CY 2001, 2002 and 2003 gross revenue census data and preliminary results; Prepare white papers that analyze, summarize and assess the results of the data collection effort; Compare and assess Phase I with Phase II and III results; Develop and conduct a special session on the forecast during the 2001, 2002 and 2003 ASPRS, MAPPS and NSGIC Conference; Prepare and present Phase II and III Forecast materials at special sessions of the 2001, 2002 and 2003 ASPRS, MAPPS and NSGIC Conferences; Support Phase II and III Web Survey and personal interviews. Period of Performance: July 30, 2001 to July 30, 2003. This acquisition is 100% set aside for small business. The NAICS Code and the small business size standard for this procurement are 541990 and $5.0 million, respectively. The offeror shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit an offer which shall be considered by the agency. Offerors shall provide the information required by FAR 52.212-1. Addenda to FAR 52.212-1 as follows: 52.211-14, 52.214-34, 52.214-35, 52.232-38. In accordance with NASA FAR SUP 1871.402(a)(2), the successful offeror will be required to provide Representations and Certifications required by FAR 52.212-3 prior to award. FAR 52.212-4 is applicable. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference.
