- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) Code applicable to this solicitation is 334119, Other Computer Peripheral Equipment Manufacturing, and the small business size standard is 1,000 employees. This is a full and open competition (unrestricted). The VA Healthcare Network Upstate New York at Syracuse intends to purchase a SensoMotoric Instruments' EyeLink Gaze Tracking System, brand name or equal, for the measurement of eye position during research studies of humans during visual search tasks. Salient characteristics of the equipment are: high speed video image analysis based on the infrared illuminated dark pupil technique; binocular eye tracking measurement with a sampling rate of 250 images per second and a spatial resolution of better than 0.01 degrees of angle; provides head movement compensation with high accuracy and no added noise; light weight headband mounts comfortably on the head and works without physical head restraint (no chin rests or bite bars); completely non-invasive, does not require dilation of the pupil; works with eyeglasses and contact lenses; high speed data transfer capability for gaze-contingent applications; has an integrated setup and calibration that provides for calibrated output and real time detection and extraction of fixations and saccades; software that allows plug and play usage as well as a software developer's package (Application Program Interface) that allows users to develop their own application programs on DOS or Windows based systems. The software package contains open source example programs and documentation on the function calls (C++) that are used to control the eye tracking system. This solicitation document incorporates Federal Acquisition Regulation (FAR) provisions and clauses, in effect through Federal Acquisition Circular 97-27, and VA Acquisition Regulation (VAAR) clauses as follows: 52.211-6 Brand Name or Equal; 52.212-1 Instructions to Offerors Commercial Items; 52.212-3 Offeror Representations and Certifications Commercial Items; 52.212-4 Contract Terms and Conditions -- Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items [with (b)(11), (12), (13), (14), (15), (16), (19)(ii), (21) and (25) checked]; and 852.270-4 Commercial Advertising. The provision at 52.212-2, Evaluation of Commercial Items, applies to this acquisition. The evaluation criteria stated in paragraph (a) of this provision are as follows: (1) technical capability of the item offered to meet the Government requirement, (2) past performance and (3) price. The system offered must meet all the salient characteristics specified above to be considered for award. Award will be made to the offeror proposing an acceptable system at the lowest overall price.
