- Description
- The Technical Support Services Team (TSST) at The U.S. Army Soldier Systems Center located at the U.S. Army Soldier and Biological and Chemical Command (SBCCOM), Natick, MA intends to conduct negotiations with Perkin Elmer Instruments, Norwalk, Connecticut on an other than full and open competition basis for one Lambda 900 UV/VIS/NIR Spectrophotometer Computer System. The Lambda 900 UV/VIS/NIR Spectrophotometer Computer System must consist of a factory pre-aligned tungsten-halogen and deuterium sources, and a compartment size of 26 inches X 13 inches X 12 inches (WxDxH). It also should allow for the customized configuration of optics for a wide range of sample size and shape. Wavelength range should be between 175 nm-3300nm standard with no accessories needed, which will allow for research developments. This instrument must have standard built in reference and sample (rear and front) beam attenuators capable of being used without minimizing the standard sample compartment size. No standards are required for continuously verifiable, absolute, Variable Angle Reflective Accessory. The Spectrophotometer must be capable of measuring wavelength range from 175-3300nm, and capable of color measurement and have a large compartment size to accommodate face shields and sunglasses for the Laser Team. This item should also be capable of measuring samples' reflectance and transmission values. The potential offer must also provide extensive support and training for the Lambda 900, which can support other teams within SBCCOM. The Spectrophotometer will be located in the Shade Room and will be a replacement/upgrade to the NIR Spectrophotometer currently being used. This will enable many different teams within SBCCOM including TSST, the Camouflage Team to perform new research and will aid in maintaining the highest quality in uniforms' NIR properties. Responses to this solicitation are due on or before July 6, 2001, and must include a capability description with performance parameters and a statement regarding current availability, summary of prior research conducted and research reports, summary of requirements to conduct research and a cost proposal for conducting this research as well as information required by Note 22 below.
