- Description
- The Bureau of Reclamation intends to negotiate on a sole source basis with Pennsylvania State University to research the effects of percholorate on fish reproductive endocrinology and physiology. Field studies to determine whether common carp (Cyprinus carpio) exposed to perchlorate contamination in surface water have altered circulating sex steroid hormone concentrations, thyroid hormone concentrations, or histology of the thyroid follicles, gill, or gonad. In addition, a controlled laboratory exposure of the closely related common goldfish (Carassius auratus) will be conducted to determine whether perchlorate causes effects on these same endpoints and to determine a minimum exposure level required to produce such effects. The study is designed primarily to determine whether effects on thyroid-related endpoints might impact reproductive endpoints in fish, given that thyroid activity and the activity of the reproductive system in fish demonstrate linkages. The research proposed here will determine the potential for effects of perchlorate on the reproductive system and thyroid activity of cyprinid fish by conducting both controlled laboratory exposures and field studies. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). The Government believes that only one responsible source can provide the services that will satisfy the agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms that believe they and can provide the required items and services described above are encouraged to identify themselves and give written notification to the Contracting Officer. Firms believing they can provide similar required items and services must provide supporting evidence that they can furnish the services identified above in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotes. All responses received within 7 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
