Description
The General Services Administration, Federal Technology Service, Region 8, Denver, and its Client, U.S. Air Force Academy Department of Astronautics, Colorado Springs Colorado, intend to procure on a Sole Source basis from SpaceQuest, Ltd., 3554 Chain Bridge Road, Suite 103, Fairfax, Virginia 22030, 703-273-7010, the following services: to build solar panels composed by one string of 20GaAs/Ge solar cells in series. A minimum average power generated by each panel is 9.25 Watts measured at 25 degrees Celsius. Panels must have the following characteristics: 1.) Open circuits voltage: 20.34 Volts., 2.) Closed-circuit current: 0.56 Amps., 3.) Maximum power: 9.28 Watt., 4.) Maximum current at peak power: 0.53 Amps., 5.) Maximum voltage at peak power: 17.62 Volts., Efficiency: 19.70 Percent. The substrate consists of a 1/8" perforated aluminum honeycomb cell and fiberglass sheet skin material similar to FR-4. Each panel measures 174.6mm x 234.7mm and has a thickness of 2.3mm. Solar cells dimensions are 41.0mm x 42.4mm. Cell thickness is 200 micrometers. Electrical characteristic conditions at AMO 25 degrees Celsius: Isc: 0.55 Amps, Voc: 1.01 Volts, Efficiency: 19.50 Percent, Delta Voltage open current/ Delta Time: 1.94 mV/degrees Celsius, Delta Current short circuit/ Delta Time: 0.20 A/m (squared) degrees Celsius. Cover glass is PILKINGTON CMG type, 150 micrometers thick. Interconnects are silver plated Molibdenum with out-of-plane stress relief loops. Bus bars are silver plated Molibdenum with out-of-plane relief loops. Wiring of panel is RAYCHEM AWG 26. Cement for cover glass is Siliconic Resin RTV-S 695. Cement for cell lay-down is Resin RTV-S 691. Most items can be shipped in 90 days. A SOLICITATION WILL NOT BE ISSUED as a result of the CBD. Only one order will be issued for this requirement, no partials. PURPOSE: The Solar Panel Substrates and Cells have been qualified and flown in the past on the US Air Force Academy FalconSat. IMPACT: Identical Solar Panels are in successful operation on two SadiSats launched in 2000. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: SpaceQuest Ltd., has developed and built a standard module, therefore satellites can be built around these modules. This standard module allows SpaceQuest to supply panels in a much greater lead-time; most items can be shipped in 90 days. These are custom solar panels. SpaceQuest has provided USAFA with at least 20 solar panels on two previous contracts. Concerns having the ability to furnish the above services/supplies are requested to give written notification (including the telephone number for a point of contact) to the acquiring office listed in this notice within 15-calendar days from the date of this synopsis. This notification should clearly show their ability to do so without compromising the quality, accuracy and reliability of the requirement. This is not a formal solicitation. However, concerns that respond should furnish detailed data concerning their capabilities and may request a copy of the solicitation when it becomes available.
