Description

The Defense Supply Service-Washington, on behalf of the Defense Military Health System, intends to negotiate on a sole source basis with Health Services Engineering, 8011 Thornley Court, Bethesda, MD 20817. The services to be provided are: 1) to develop a simulation model to determine the minimum facility capacity and staff requirements needed to meet the performance parameters established by the Commander, Dewitt Army Hospital, Fort Belvoir, VA; and 2)estimate the impact of the implementation of the CHCS II information system on the performance of primary care clinics within the MHS by varying appropriate parameters of the simulation model developed above. There is no solicitation document available for contractors to review. All responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis of intent, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any firms that response to this synopsis of intent or otherwise requested a copy of the solicitation will received the solicitation automatically, if one is established. However, contractors wishing to submit clear and specific documentation showing evidence of their ability to provide the services may do so by forwarding same to the Defense Supply Service-Washington, Attn: Helen Furlow, 5200 Army Pentagon, Washington, DC 20310-5200. No telephonic request shall be honored.***** This requirement will be processed under the authority of 10 U.S.C. 2304(1) only one responsible source and other supplies or services will satisfy agency requirements. This notice of intent is not a solicitation for competitive proposals. The resulting purchase order will not exceed the simplified acquisition threshold. The procedure of FAR Part 13.106.3 shall be utilized.
