Description
17. Remove Non-hazardous sludge from South Wash Rack Facility. Remove and dispose of all sludge that has built up in the sediment basin at the South Wash Rack. The Government shall shutdown operation of the Wash Rack Facility upon award of the contract and set gate valves to allow standing water within the basins to drain off. The contractor shall sludge inn the sediment basins to dry in-place sufficiently to allow removal with excavation equipment. Contract may stock pile excavated sludge at the basin site to facilitate drying and hauling operations. Stock piled sludge shall be placed on plastic, covered with plastic and surrounded with stacked straw bales to prevent erosion of excavated material prior to hauling and disposal. Sludge must be dry to the point it will pass a paint filter test prior to hauling for disposal. The drying time is estimated to be one (1) month. Once the sludge is dry, it is to be transported by truck and disposed of at a designated site at Fort Campbell. Disposal site shall be within 30 mile round trip haul distance from the sediment basin. At the disposal site, dried sludge shall be dumped, spread out and graded over the site to blend into the existing surface contours in such a manor as to not create ponding of water on the site or inhibit natural flow of water over the site. The site shall then be seeded with KY31 Fescue at a rate of 12 pounds to the acre and covered with straw. The period of performance is 90 calendar days. Forth coming contract will be firm-fixed price. The estimated range for this project is $25,000 to $100,000. This acquisition is issued pursuant to the "Small Business Opportunity Development Reform Act of 1988" and subsequent award will be subject to the Small Business Competitiveness Demonstration Program. Therefore, this solicitation is 100% set-aside for Small Business. For the purpose of determining Small Business size, NAICS 234990, for this acquisition the average annual receipts of concern and its affiliates for the preceding three fiscal years must not exceed $27.5 million.
