Description

The National Institute of Standards and Technology (NIST), Center for Neutron Research (NCNR), has a requirement for the manufacturing, assembly and testing of a Neutron Spectrometer Sample Stage Assembly (the Assembly) as well as the fabrication of some equipment that is peripheral to the Assembly (the Peripherals). The Assembly consists of a stack of three (3) rotary stages (government-furnished goniometers) upon which two (2) perpendicular, government-furnished, tilt stages are mounted and includes various interface components and wiring. All parts are bolted together and mounted on a large translation stage, which, in turn, is mounted on a heavy welded structure, which has several precision-machined features to it. The design for this apparatus is complete down to the level of the initial release of some of the detailed shop drawings and wiring instructions. In addition, the complete three-dimensional CAD files, from which the shop drawings are derived, are available as IGES files. The Peripherals consist of two additional items: a number of precision-machined anodized aluminum tiles and several heavy welded steel structures that provide radiation shielding for the operation of the sample chamber in the NCNR facility. These shields shall be delivered filled with steel shot and paraffin wax and be coated with washable sound-proofing.***Work under this contract shall create a link between the current level of documentation of the Assembly and Peripherals and the physical items it intends to describe. Tasks will include: (1) Perform a bottoms-up review of the available design information: two-dimensional shop drawings, 3-D IGES files and additional written specifications; (2) Work, in close cooperation with NIST engineers, on the further development of this information into shop-ready drawings; and (3) Complete the actual welding, machining, assembly, wiring and testing of the specified assembly and peripherals. ***The period of performance shall be 18 months from date of award.*** FOB is Destination, Gaithersburg, MD.***This requirement is being procured using full and open competition.***A cost-reimbursement contract is anticipated.***The NAICS code for this requirement is 334516 with a small business size standard of 500 employees.***The competitive Request for Proposal (RFP), RFP amendments, and all questions and answers related to this procurement will be made available via the Internet at http://www.fedbizops.gov/ under RFP number SB1341-01-R-0042. Technical specifications will be made available separately on CD-ROM. Offerors shall submit written requests for the CD-ROM to the attention of Carol A. The RFP is anticipated for release to the vendor community on or about=20 July 25, 2001, and will only be available via the Internet at the above web site.
