Description
The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), through the ADP Acquisitions Branch, Division of Acquisition Management, Program Support Center (PSC) intends to award a twelve-month sole source simplified acquisition to The Alliance Project. The purpose of the simplified acquisition is to continue a collaboration between the proposed contractor and CSAT on projects and initiatives currently in progress such as the National Treatment Plan: "Changing the Conversation" and the "National Alcohol and Drug Addiction Recovery Month". The Contractor shall: (1) partner with SAMHSA/CSAT in the "National Alcohol and Drug Addiction Recovery Month" celebration; (2) partner with SAMHSA/CSAT in all promotional materials, literature and signage; (3) produce a publication tailored to incorporate CSAT's target audience concerning substance abuse treatment and prevention; (4) provide message development and training assistance and support to recovery communities, other CSAT grantees and initiatives on how to network and develop messages and materials; (5) develop database and statistical resources compatible with CSAT; (6) cultivate and establish specific outreach to incorporate special populations recovery community organizations; and, (7) provide CSAT with midyear and final reports on the successes and accomplishments of the outreach effectiveness, educational outreach, best practice findings and dissemination of materials. The closing date is July 16, 2001. The Government intends to solicit only one source for this requirement under the authority of FAR 13.106-1(b). Interested concerns may submit a capability statement to demonstrate the ability to provide the services required. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a request for competitive proposals and no solicitation document is available; therefore, requests for such will be considered invalid responses. A determination by the Government not to compete this requirement is solely within the discretion of the Government. If no affirmative responses are received with fifteen (15) days from the date of this synopsis, the Contracting Officer will proceed with award to The Alliance Project. See Numbered Note 22.
