- Description
- SOURCES SOUGHT for Automated Art Collection Management System for the National Gallery of Art (NGA), Washington, DC. NGA is seeking potential contractors with expertise in software development to replace its existing Collection Management System (CMS). Our objective is to award one contract for completion, delivery, long-term maintenance and support of a new CMS to be known as CMSII. CMSII will retain the present CMS functionality with upgraded graphical standards, and will have additional functions and capabilities. Conversion of all existing data will be required. CMS addresses many of NGA's administrative, operational, and informational needs. NGA's curatorial and exhibitions departments, those responsible for education and information, the registrar, and the office of the treasurer have access to CMS. The existing CMS is a DOS-based client-server application. The server application is written in NOMAD. It interfaces with a DB2 database running on an IBM 9221 mainframe under VMS/ESA. The client-side application is written in PC NOMAD and runs under Windows 95 and 98. The existing database contains approximately 120,000 objects and is defined by approximately 170 tables. CMS has ten major subsystems: eight for managing objects; one for managing people or institutions who have relationships to the objects such as artists, donors, and lenders, and one for maintaining authority tables. Each subsystem has dozens of reports, almost all with user-specified selection parameters to facilitate the relevant business processes. The major subsystems are: Catalogue, Persons, Acquisition, Exhibition, Loans, Movements, Insurance, Deaccession, Information Desk, and Authority Maintenance. Contract award is anticipated by 9/30/02. The contract will be for at least one year with four one-year options to extend the contract period. Interested sources shall deliver qualifications statements not to exceed ten pages describing their in-house and potential subcontractor experience. This experience must include development and support of large-scale software systems. Desirable experience includes modernization of existing software systems involving software migration and re-hosting. Sources should describe their processes and tools that have been used in prior projects where it was important to migrate both the functionality and data in the old system to a new architecture. Identify at least the last 3 relevant projects with names, phone numbers, and e-mail addresses of client representatives. NGA is especially interested in receiving additional information on any GSA Federal Supply Schedule or other existing federal government task order contracts that may be used for this acquisition.
