- Description
- The U.S. Army Corps of Engineers, Vicksburg District, proposes to issue a solicitation (RFP) for the U.S. Army Engineer Research and Development Center (ERDC) for Employee Assistance Program (EAP) Services. EAP services to be performed include: initial counseling related to problem identification, referral for treatment and rehabilitation, and follow-up counseling to aid an employee in achieving an effective readjustment to his or her job during and after treatment. Long-term treatment and rehabilitation are not within the scope of this contract. Services shall be provided to ERDC employees and to their immediate family members. Problems of the following types are within the scope of this contract if the problem affects an employee's work performance: Marital or premarital issues; Divorce or separation; Alcohol or drug abuse; Gambling addiction; Parent-child relationship; Pregnancy or abortion issues; Physical or sexual abuse; Emotional or behavioral disorders; Human or interpersonal relations skills; Stress; Anxiety; Depression; Attention deficit disorder; Learning disorder; Eating disorders; Suicidal tendency; Schizophrenia; Low self-esteem; Child or adolescent behavioral problems; Grief; Co-dependency; Excessive absenteeism; Deterioration in work performance. Approximately 2,246 ERDC employees, plus their immediate family members, are entitled to EAP services under this contract. ERDC personnel are currently assigned to the following locations in the approximate numbers shown: Mobile, AL (1); Anchorage, AK (6); Fairbanks, AK (10); Ft. Hauchuca, AZ (1); Washington, DC (2); Gainesville, FL (1); Champaign, IL (294); Indianapolis, IN (1); Jackson, MS (1); Natchez, MS (1); Vicksburg, MS (1,197); Ft. Leonard Wood, MO (1); Omaha, NE (29); Hanover, NH (318); Duck, NC (10); Calhoun Falls, SC (2); College Station, TX (1); Lewisville, TX (2); Alexandria, VA (357); Ft. Belvoir, VA (3); Dallasport, WA (1); North Bonneville, WA (2); Seattle, WA (1); Spring Valley, WI (2); and London, UK (1). These numbers and locations are subject to change without notice. It should also be noted that ERDC personnel may be located at (and may require EAP services at) temporary duty stations, training sites, and other temporary locations. Counselors performing under this contract (whether by telephone or face-to-face) shall be either: licensed marriage and family therapists; certified Employee Assistance Program professionals; licensed clinical social workers; certified alcohol/drug counselors; licensed psychologists; or psychiatrists. Period of performance shall be for one year from date of contract award for the base year with options available for four (4) additional years. The Government intends to release Solicitation No. DACW42-01-R-0012 on or about 31 July 2001 on the Internet. The Government reserves the right to use only the Internet as notification of any amendments to this solicitation. It is the Contractor's responsibility to view the website (http://www.mvk.usace.army.mil/contract) frequently. Contractor's should register on the planholders list when they pull the solicitation from the web. A minimum of 30 days from the date of release of the solicitation will be allowed for submission of bids (reference solicitation for actual required closing date). All responsible sources may submit a quote, which shall be considered for award. A firm fixed-price contract will be awarded utilizing the Federal Acquisition Procedures authorized by FAR Subpart 15 for Negotiated contracts. This will be a best-value contract (price and technical score considered in determining the successful Contractor). The proposed contract is 100% set-aside for small business concerns.
