- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This is Request for Quotation No. 01SQ340264 which incorporates all provisions and clauses in effect through Federal Acquisition Circular No. 97-27. The resulting award will be a total small business set-aside. The Northern American Industry Classification System (NAICS) code is 541350 and the size standard is $5.0 Million. The Bureau of Reclamation, Yuma Area Office, Yuma Arizona has a requirement for inspection of the Solid Contact Reactor (SCR) that was coated with Endura-Flex 1988 coating. General: The Contractor shall inspect the Edura-Flex 1988 coating and determine if the life of the coating has been reduced due to blasting slag imbedded in the coating and the type of patches used to make repairs. The repairs were necessary when "off ratio" coating was applied resulting in bubbles in the coating in some locations. The copper slag is thought to be only on the top surface being held in place by overspray. Background: The SCR was designed to soften the water prior to the reverse osmosis process. The original coating was epoxy with impressed current cathodic protection. Slake lime was fed into the center of the reactor and mixed with the water. In the short time the unit was operating a large flaky type of calcium carbonate sludge built up on the steel structure. The operating pH of the system was approximately 9 or higher. An analysis of the lime build up indicated the pH was 9.8 for the calcium carbonate build up could be removed without damaging the coating. Requirement: Analyze the present coating system and determine if the copper slag will reduce the service life of the coating system. Determine if there will be future delamination problems at the repaired areas. The analysis should include both when the system is operating, immersion service, and when it is on standby dry. Contractor shall utilize a national recognized testing laboratory. Submittals: The contractor shall submitt a draft report 90 days after award. The Government will require up to 30 days to review the Draft Report. The Contractor shall submit final report 30 days after receipt of the Government's review comments. The Contractor shall supply all necessary equipment, supplies, material, and any incidentals to perform the evaluation. The SCR is located at the Yuma Area Office, 7301 Calle Agua Salada, Yuma, Arizona 85364. Provision at 52.212-1, Instructions to Offerors -- Commercial, Provision 52.212-2, Evaluation -- Commercial Items is applicable to this RFQ. Evaluation factors are as follows: Technical Experience, Past Performance, and Cost. Technical and Past Performance, when combined, are significantly more important than cost/price. Offerors shall submit the following information for evaluation. Technical Experience shall include (1) Experience with Endura-Flex 1988 coating (2) Familiarity with desert southwest weather conditions, (3) Experience with coating analysis. Past performance evaluation shall include (1) a narrative summary of 3 to 5 recent (past three years) relevant contracts in sufficient detail that describe the work performed. Include customer name, contact point and telephone numbers, contract amount, and actual or estimated completion date. Offerors claiming no relevant past performance shall submit a written explanation supporting their claim. The Government will award an order resulting from this Request for Quotation to the responsible offeror whose offer conforms to the RFQ and will be the most advantageous to the Government, price and other factors considered. Offerors should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition with no addenda. Clause at 52.212-5, Contract Terms and Condition Required To Implement Statutes or Executive Orders -- Commercial Items, applies to include paragraph 11, 12, 13, 14, 15,16, and 26. Quotes are due on July 13, 2001 at 4:15pm local time. Quotes shall be submitted to: Bureau of Reclamation, 7301 Calle Agua Salada, Yuma, Arizona, 85364.
