- Description
- The Department of Health and Human Services (DHHS) intends to negotiate with the School of Pharmacy within the University of Maryland, 515 West Lombard Street, Suite 500, Baltimore, Maryland, 21201, on a sole source basis under the authority of FAR 6.302-1 to award a contract to conduct analyses using the 1995 to 1998 Cost and Use files of the Medicare Current Beneficiary Survey (MCBS) that shall examine access to and utilization of prescription drugs among people with disabilities in community and institutional settings. The School of Pharmacy within the University of Maryland has unique qualifications and expertise in performing statistical analysis of the 1995 to 1998 Medicare Current Beneficiary Survey (MCBS) related to prescription drug utilization and expenditures of community-dwelling and institutionalized persons with disabilities. In addition, they also possess unique expertise and extensive clinical and analytical experience in geriatrics, disability and long-term care policy related to prescription drugs. This will be follow-on work to the work produced under a DHHS labor pool agreement in which the University of Maryland developed a Report to the President on Prescription Drug Coverage, Spending, Utilization and Prices, including analyses on persons with functional impairments In addition they are the only group with knowledge and previous experience of analyzing the institutional sample of the MCBS in relation to prescription drugs. Contingent upon a successful negotiation, DHHS would award a contract to the University of Maryland, School of Pharmacy, to develop a data ready file of the institutional sample of the MCBS, conduct analyses on that data file, compare to data in the community-dwelling sample of persons with disabilities, and develop analytic reports. The purpose of this synopsis is to determine whether there may be other organizations with the requisite qualifications and expertise to perform the work described above. Any organizations capable of performing similar services, and with the requisite qualifications and expertise, should submit a statement of capabilities with documentation supporting its ability to meet the Government's requirements as described above. No solicitation document is available. Capability statements should be submitted within 45 days of the publication of this synopsis to the contact point and the address given above. See Note 22.
