Solicitation for Expressions of Interest Qualified Sources Sought for Treatment and Disposal of Radioactively Contaminated Lead Acid Batteries The U.S. Department of Energy (DOE) Office of Science and Technology (OST), EM-50 TRU Mixed Waste Focus Area (TWFA) is sponsoring through Fluor Fernald, Inc., a prime contractor to DOE, a lead acid battery treatment project for all of the sites in the DOE-complex. The Fernald project team intends to develop a list of qualified vendors that can treat by macroencapsulation and dispose of radioactively contaminated lead acid batteries at an offsite facility (facilities). Qualified vendors shall be able to macroencapsulate lead acid batteries ranging in size from standard size automobile batteries to industrial size measuring approximately 3 ft by 3 ft by 2ft. The vendor shall be able to receive batteries shipped by truck in drums or boxes or other containers approved by the Department of Transportation (DOT). The vendor shall be able to receive at least one shipment per week. The vendor shall provide treatment and disposal services March 2002 through September 2005. The vendor shall have a licensed disposal facility readily available at the time of award and provide documentation that the facility will continue to be available through the tenure of the contract. If the treatment facility is located at a different site than the disposal facility, the vendor will be responsible for shipping the treated waste to the disposal facility. An appropriately licensed shipping company shall perform shipping between sites. The treated waste shall meet the licensed disposal facility waste acceptance criteria. The vendor shall be responsible for any rejected product and all re-treatment required. Companies/vendors interested in being placed on Fluor Fernald's bidders list for the anticipated solicitation to treat and dispose of radioactively contaminated lead acid batteries at an off-site facility (facilities) must submit their expressions of interest along with the following items: 1) Corporate Experience and Past Performance, 2) Financial and Management Capability, 3) Capability of Key Personnel, 4) Data supporting previous success with similar waste streams, and 5) Descriptive literature and other data, including company name, contact name, address, telephone number, fax number, and e-mail address to Robert P. May. PLEASE RESPOND BY JULY 31, 2001.
