- ROCKY MOUNTAIN RECREATION AREA 1. Request for Proposal: This is a request for proposal (RFP) for one specific resort in the Summit County, Colorado area to provide rooms and condominiums for the military community at significant discounts. The purpose of this request is to obtain proposals from resorts in or near Summit County, CO that are interested in providing this service. The resort selected will be known as the Preferred Provider. No tax dollars will be used in the direct operation of the Preferred Provider Program. 2. Background: The Preferred Provider concept involves establishing an agreement with a single resort to provide rooms, lift tickets, equipment rental, golf green fees, recreation programs, meals and conferencing facilities at substantial discounts over the current travel agent discounts. a. Discounts would need to be lower than ?rack rates? now provided to the Department of Defense (DoD) through pricing agreements, which are currently in effect with military travel offices. b. The Air Force will market and advertise the Preferred Provider in installation newspapers, the Military Times and in other sources that reach major military markets. Distribution of such advertisement touches potentially 4.5 million DoD people. 3. Customer Demand: Based on a demand study conducted by a private contractor, the Air Force estimates demand for rooms during the winter season will eventually be in excess of 400 rooms per night as the program matures. The details of the study are available by contract manager. The study is only a prediction of potential demand and is not guaranteed to be accurate. 4. Conference Facilities: Potential offerors are asked to: a. describe the size of conference and banquets that can be offered to include pricing. If the conference facilities are limited during spring and fall because of minimal staffing. then describe exactly what can be supported during which times of the year. b. define what increase would be required to extend the conference season. 5. Concept of Operations: The offeror?s proposal should address the following areas: a. Limits on the rooms at the agreed upon price and what are the conditions. The Air Force is not liable for any rooms blocked but not filled under this approach. b. How many last minute ?fire sale? prices offered by the vendor to the general public would also offered at a corresponding discount to the AF to ensure the AF was always able to offer DOD employees an equal or better price ?fire sale? price. 6. Reservations: Offerors are asked to provide information on the following: a. Details on how the Air Force would collect a down payment via credit card and electronically transfer it to the vendor b. If an Air Force ticketing office collects payments (amount is based on vendors payment policies) from the customer via credit card, please outline payment requirements and procedures. c. Details on if/how a ?preferred customer? card, entitling DOD employees to discounts at on-resort restaurants, lift tickets sales, recreation and retail outlets, could be offered, and how it would be collected. d. How reservations taken through the designated Air Force Travel Office would be hooked into the vendor?s reservation database either electronically or manually. The Air Force desires to eventually offer direct online booking and sale of vendor services through its website. e. How calls received at the vendor?s primary reservation center from DOD employees, military travel offices, or commercial travel agents, requesting military rates would he transferred to the AF number. This procedure is to ensure only personnel authorized to use DoD facilities receive the DoD price. It will also allow the Air Force to collect extensive demographic data on employees using the facility. f. Address your website to include internet ?hotlink? capabilities. g. Reservations and Bookings, please provide the following information: (1) 1-800 capabilities. If not available, explain how to make reservations. (2) Availability of to work exclusively with conventions or conferences. (3) Ability to collect usage data. As a minimum, proposal should address frequency and any limitations. (4) Method of collecting payment for rooms. Address all available options. (5) Air Force Space Command will incorporate a mark up (surcharge) under this program. Address how a markup will be handled from actual reservation pricing to collection, to distribution. 7. Marketing. In your proposal, please address the marketing efforts you would make available in assisting AFSPC in the preferred provider approach. The AFSPC long term goal is to collect data to provide statistical information that will be used to determine if a more aggressive program can be supported. How would you support this effort and what tools do you have to provide the data needed for this objective? 8. Office Space and Employee Housing: As participation in the preferred provider increases, the Air Force requests office space with furniture, telephones and LAN access for approximately three Air Force employees. One Air Force liaison is anticipated to be at the vendor?s property on a part to full time basis as required. Other personnel may be on-site at various times to support official government conferences, which will be marketed for the spring and fall periods. The Air Force is also interested in obtaining accommodations at special rates for use by 1 to 5 Air Force employees to support conferences or heavy business periods. Please provide information about the availability of office space, and the type and cost of employee housing and any meal discounts that can be provided to employees. 9.. How the Air Force will select the Preferred Provider: Price is important, but as there is considerable variations among vendors, the Air Force will first further refine its needs based on input to this Request For Proposal (RFP). A team will visit each property before making a final decision. Your written response will be evaluated by a technical team. Along with the written response, you may be rquested to provide an oral presentation. Award is expected to be made within 45 days from the time the RFP is sent out.
