- Description
- The purpose of this synopsis is to announce a U.S. Joint Forces Command, Joint C4ISR Battle Center (JBC) request for information (RFI) from industry. The intent of the RFI is to identify mature technologies that may provide an interim capability that meets immediate CINC C4ISR warfighter needs at the JTF level. In all likelihood these C4ISR technologies have been developed for a very different reason but could be used on an interim basis to meet a current need until the objective capability is available to the warfighter. JBC is not in the development business and seeks "off the shelf" capabilities (COTS/GOTS) that can be put in the hands of the CINCs within 18 to 24 months of the beginning of a JBC assessment. The JBC has been working closely with CINC representatives to identify the key C4ISR needs that JBC will address in its FY02 Program. The DoD S&T community is being queried to identify existing capabilities that may meet these needs. Simultaneously, JBC is turning to Industry to determine if there are other sufficiently mature capabilities that should be considered as candidate solutions to meet the near term warfighting needs of CINCs. The Government intends to work with Industry to identify COTS capabilities that may be a candidate for one of the JBC FY 02 Projects and to assess each for maturity, jointness, and warfighter utility. Those interested in responding to this RFI are directed to the JBC Web Page at Http://www.jbc.jfcom.mil to find a summary of the projects that the JBC is considering for the FY 02 Program and the details for submitting responses. Questions and Industry responses should be sent to the following email address: RFIWHITEPAPERS@JBC.JFCOM.MIL. The JBC will accept responses for 30 days from the date of this CBD announcement. What the JBC is interested in is a brief "white paper" description of a capability you think may fit a specific need the JBC will be addressing in its FY 02 Program. The response should normally be 10 pages or less and should describe how the capability can meet the stated need and why you think it is sufficiently mature and joint to be considered as a candidate solution for a specific project. Submission of a response to this RFI will not result in compensation by the Government of commit the Government to any form of contractual agreement. The following is a list of the potential FY 02 JBC projects that address current CINC needs. (Note: additions or deletions may occur) Virtual Private Network Solutions to encrypt, segregate and disseminate data at various classification levels. A Rapidly Deployable CINC C2 Capability with increased bandwidth and modular systems. Web Interface for COP to update locations that augments or works with Elvis. Coalition COP that supports the rapid configuration of software guards. Geographic Information System (GIS) Approach to Operations for DoD wide applications for database preparation, and SW development and use in the field. Recommend the most efficient solution for a SOF Mission Planning tool. Secure Information Networks for Coalition Operations for timely and accurate exchange of the near-real-time CROP and intelligence information between and among US and coalition forces to include Real Time Text Translation. Multi-Sensor Fusion for Wide Area Surveillance to fuse sensor information from various sources and across security domains. Tagging Intelligent Search Agents for IA to identify and differentiate "helpful intelligent search agents" while guarding against malicious code within a database. Imagery & Geospatial Compression (Fused Battle-space View -FBV) to fuse imagery to enhance the COP.
