Description
Z Brush Run Sanitary Sewer Interceptor, Hollidaysburg, PA. This proposed procurement is 100% set-aside for small business. NAICS23499/SIC Code 1629, size standard $27,500,000.00. Estimated cost of construction is between $1,000,000.00 and $5,000,000.00. Completion no later than 720 calendar days. Work consists of the total replacement of the existing Brush Run Interceptor sewer owned and operated by The Borough of Hollidaysburg, PA. It serves as a combined wastewater interceptor for the borough, with additional tributary connections from Blair, Frankstown and Logan townships, which ultimately connects to the Borough of Hollidaysburg Wastewater Treatment Plant located in Frankstown Township. The contract will be structured using a base contract with two options. Alignment of the new interceptor is mostly parallel to existing piping, along roadways and through some forested areas. About 15,000 lineal feet of new 24 to 36-inch diameter interceptor, and fifty manholes are required for the new installation. Also, smaller tributary sewers will be reconnected to the new line, and the existing interceptor will be abandoned in place. Incidental work includes four stream crossings, two river crossings, two state road crossings and major paving restoration for two township roads. One of the stream crossings is across the Norfolk-Southern Railroad property between River Road and SR 22. Here, about 1,200 feet of 36-inch sewer will be installed in an existing arch culvert under the railyard; trenching of the streambed inside the culvert is required for replacement of the pipe. The culvert is considered as confined space, and appropriate safety measures are mandatory. Maintaining flow in the sewer system during this project is of high importance. During wet weather, inflows into the system can be as high as 18 mgd for a two-year storm. Seven temporary piping bypasses will be needed to sustain system flow in areas where the existing line is disturbed by new construction. Additionally, bypass pumping will be needed at the sewage treatment plant, and at numerous locations along the alignment for piping connections. The project will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. All responsible sources may submit a proposal, which shall be considered by the agency. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract.
