Description
The National Institute on Drug Abuse (NIDA) is seeking information in the form of capability statements from interested SMALL BUSINESS (NACIS Code 541611, small business size standard is $5 million) organizations capable of providing resources to support the newly established NIDA Clinical Trials Network (CTN). In an effort to dramatically improve drug abuse treatment throughout the country, NIDA established the CTN in September 1999 with the award of five Regional Research and Training Centers (RRTCs). Each RRTC is affiliated with 10-15 Community-based Treatment Programs (CTPs). Multi-site clinical trials will be performed in these CTPs. In 2000, another 6 were awarded, and in 2001, 3 additional were awarded. There are 14 RRTCs now, with an eventual goal of 20-30 RRTCs nationwide. No actual clinical trials will be carried out under this contract, rather activities under this contract will support the administrative functions carried out by the CTN to support and guide the cooperative agreements (U-10) with RRTCs located across the nation. This contract will support all activities to enable the CTN to conduct quality multi-site clinical trials on behavior, pharmacological, and integrated therapies in CTPs. The range of support services encompass the following areas: 1) Coordinating logistic and operational support for a variety of CTN meetings with up to 250 attendees, 2) Handling all logistics and costs with coordinating over 400 conference calls on an as needed basis per year, 3) Coordinating and paying for consultants who will provide NIDA and the CTN grantees with expert advice on a variety of topics regarding the Network, 4) Preparing publicity, meeting, and protocol related materials as required, 5) Providing scientific writers/editors to prepare reports, take minutes of meetings and conference calls, edit documents, 6) Reproducing and distributing research materials, protocol related documents, and educational materials,7) Creating and maintaining administrative data bases to support the CTN activities, 8) Providing translational services for CTN materials and web sites already produced in English, 9) Updating and expanding the CTN web site, and 10) Miscellaneous support services. This will be a three-year contract with options to extend for two additional years plus incremental options to cover an increase in the number of RRTCs in the network. Interested organizations must be able to demonstrate, in any capability statements submitted, extensive experience with and ability to administer and coordinate these interrelated tasks in an effective and timely manner. All offerors are encouraged to submit information documenting their capability and/or experience in performing the kind of work described in this notice. Such documentation may include, but not be limited to contracts, both government and commercial, the offeror has performed, references, i.e., names, titles, telephone numbers and any other information which would serve to document the offeror's capability, e.g., awards, commendations, etc. Also, offerors may submit sample documents to further demonstrate their capability such as: brochures, meeting flyers, translated materials, illustrative page from data bases, newsletters, protocol documents, etc. This is not a request for proposals. This notice is for information purposes only and does not commit the Government to any contractual agreement. Interested organizations submitting a capability statement in response to this sources sought are required to identify their size status.
