- Notice of Intent Title: Cooperative Agreement between FHWA and AASHTO. Purpose: This is a notice of intent by the FHWA to award a sole source, cost-sharing cooperative agreement with the American Association of State Highway and Transportation Officials (AASHTO) for information dissemination. The objective of this effort is to support AASHTO in developing the AASHTO Environmental Stewardship Demonstration Program and the Environmental Excellence Center. The purpose of the Demonstration Program is to provide technical assistance and information to state transportation agencies undertaking environmental stewardship efforts and disseminating information about successful demonstration projects. The purpose of the Center for Environmental Excellence is to provide AASHTO members and others with additional expertise for understanding and identifying solutions for the environmental issues that are associated with the delivery of transportation plans and programs. Because of its partnerships, professional networks, and ability to broadly communicate technical information to its national membership and other practioners, AASHTO is uniquely qualified and positioned to uniquely qualified and positioned to undertake the development of both initiatives. The Stewardship Program proposed by AASHTO presents FHWA with an opportunity to support a national initiative aimed at developing and implementing environmental streamlining and stewardship practices. This is not a request for proposals or applications for Federal assistance. See Note 22.
