- PROJECT TITLE AND LOCATION: TRACON Terminal Radar Approach Controls, Edwards AFB, California. THIS PROPOSED CONTRACT IS UNRESTRICTED. This is a design/build project. Design parameters will be furnished by the government. The offerer chosen will be required to develop a preliminary design through a charrette process; then complete the design and construct the facility. The acquisition method is negotiated procurement. A technical and cost proposal will be required. Evaluation by the Government will result in selection of a firm that represents the best advantage to the Government. JOB DESCRIPTION: Add to and alter terminal area control (TRACON) facility. A modern, properly configured facility is required to provide radar traffic advisories to aircraft in the Edwards AFB airspace corridor. Facility requirements include space for training, maintenance, air traffic control, communications equipment and administrative support. CURRENT SITUATION: The existing two story concrete block facility housing primarily the air traffic control and maintenance functions was built in 1957. In subsequent years, two additions have been constructed to house training and administrative support. This project will consolidate all functions into a single facility. Scope: Approximately 7,700 square feet of additional new and approximately 19,000 square feet of renovation. NAICS CODE: This procurement will be conducted under NAICS code 233320. The size standard for this NAICS code is $27,500,000.00. Estimated cost range is between $1,000,000.00 and $5,000,000.00. Large businesses competing for this project must comply with the FAR 52.219-9 clause regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The recommended goals for subcontracting are 62% for Small Business, 10% for Small Disadvantaged Business, 5.0% for Small Business/Women owned, 5.5% for Historically Black Colleges and Universities/Minority Institutions (where applicable), 3% American Veteran Owned Small Businesses and 1.5% HubZone Small Businesses. A firm that submits a plan with lesser goals must submit written rationale to support goals submitted.
