Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number N00181-01-Q-0440 applies. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 97-25. NAICS 234910 with a small business size of $27.5M. This requirement is for is for a fixed price contract for the following line item: CLIN 0001 Supply and install Vacuum Insulated Piping for Liquid Argon and Liquid Oxygen System to Connect to Lo-Loss system, according to the following: 1.0 Site survey to obtain actual dimensions prior to drawing submittal and fabrication; 2.0 Approximately 8-Sections (137-ft) 1" Vacuum Insulated Pipe 304 SS Pipe System; 2.1 Design, Fabrication and testing in full compliance with ANSI code B31.3 for pressure piping; 2.2 Stainless Steel Expansion joints compensate for differential contraction and expansion between inner and jacket pipes; 2.3 No less than 16 layers of superinsulation (radiant heat shield) on inner pipe.; 2.4 Chemical gettering system in vacuum annulus; 2.5 Combination vacuum seal-off valve/relief device and vacuum gauge tube on each section; 2.6 Dissimilar metal bayonet end connections join section to section; 2.7 Design pressure: 150PSIG maximum allowable working pressure and 165 PSIG pneumatic test pressure; 2.8 -- Operating service: Liquid Argon @ 80 PSIG and Liquid Oxygen @ 90 PSIG; 2.9 Oxygen cleaning of Liquid Oxygen piping: 3.0 Installation of 1" VIP 304 SS pipe system: 4.0 Contractor to supply and install all support post: 5.0 Contractor to mount (3) existing lo-loss control units to wall and existing lo-loss scales to floor. An onsite inspection will be held, with a tentative date of 12 July 2001. Questions will be answered relative to this announcement at that time. Inspection/acceptance at destination. FAR 52.212-1, 52.212-2, 52-212-3, 52.212-4, 52.212-5 (1) (5), (11), (12), (13), (14), (15), (16), (17) and (22) apply. DFAR 252.212.7001 and DFAR 252.204-7004 "REQUIRED CENTRAL REGISTRATION" apply to this acquisition. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. Info can be obtained through internet at http://ccr2000.com. Offeror shall include a completed copy of the provision at 52.212-3. Offer Representation and Certification-Commercial Items. Offer shall be evaluated for fair and reasonable price, technical acceptability, adherence to applicable clauses, provisions, and satisfactory past performance. The Navy's contractor evaluation system, Red/Yellow/Green Program will apply in the evaluation process. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. company letterhead, formal quote form, etc) but must include the following: 1) complete mailing/remittance address; 2) prompt payment discount; 3) anticipated delivery; 4) Taxpayer Identification Number; 5) All completed certifications as required as required herein.
