Description
The U.S. Army Corps of Engineers, Baltimore District, is soliciting qualification proposals for new construction and/or renovation of two schools in the District of Columbia. The Baltimore District intends to award two firm-fixed contracts, via the two-step sealed bidding acquisition method. Under the first step, a Request for Technical Proposals will be issued on or about 20 July 2001. The technical proposals shall not include prices or pricing information. The technical proposal will be evaluated to determine acceptability of the offeror's qualifications for both schools. Phase I Request for Qualifications (RFQ) solicitation will be posted to the Baltimore District Corps of Engineers web site located at http://www.nab.usace.army.mil Under the second step Invitations for Bids (IFB) will be issued only to those offerors who submitted an acceptable technical proposal during step one. An award of two firm fixed contracts is contemplated based on the lowest bid for each school project. However, an offeror who is the lowest bidder on more than one project may be reviewed to determine their capacity and ability to perform multiple projects. Although two firm fixed contracts, one for each school, are contemplated, if the design(s) for the schools are not complete prior to solicitation for pricing, the work for each school may be split into two separate bid packages: One for site work, foundations, and structure steel, and one for the remainder of the project. Accordingly, two contracts for an individual school may be issued depending on the state of the design. The school projects must be completed in approximately 330 days each. The offerors are advised that all projects will be on accelerated schedules requiring the work to be accomplished on a greater than normal work hours basis. This proposed Design-Build Renovation procurement is unrestricted, SIC 1542 NAICS 233320, $27.5 million. Estimated cost of construction is between $10,000,000.00 and $20,000,000.00. Work consists of KELLY MILLER MIDDLE SCHOOL: Project consists of building a new, 600 student Kelly Miller Middle School in Washington, DC. The existing school building is being demolished under a separate contract and the site will be left with utilities cut and capped, and some grading, storm water management, and erosion and sediment control measures in place. The new school is a 3 story building of approximately 118,000 gross square feet. The building's structural system will primarily consist of structural steel. The foundation system will consist of both piles and spread concrete footings. The exterior finish will be a multi-color brick and case stone veneer. Interior finishes will typically consist of sheet linoleum flooring, painted CMU walls, and ACT drop-in ceilings, although special rooms will have other finishes such as ceramic or terazzo tile and carpet. Mechanical, electrical (including low-voltage), plumbing, fire protection, and security systems will also be part of the project, as will an elevator. The project site is approximately 7 acres. Site work includes the relocation of an existing basketball and tennis court, providing new sidewalks and curb cuts, providing block retaining walls and new fencing and constructing an entrance drive and parking areas. Landscaping work will include planting shrubs and small trees around the building, as well as providing trees, grass, and other miscellaneous plantings. Work required to provide new utilities, including a storm water management system, will also be part of the site work . PATTERSON ELEMENTARY SCHOOL: Project consist of building a new, 520 student Patterson Elementary School at 4355 South Capitol Street, SW, Washington, DC (approximately one mile south of Bolling Air Force Base). The existing school building is being demolished under a separate contract and the site will be left with sheeting and sediment control measures in place. This project will require some further demolition of existing sidewalks in the public space and additional site preparation, including tree removal. The new school building is a 2 and 3 story building of approximately 81,000 gross square feet of occupied space on a footprint of 45,000 square feet. The new school will also include approximately 10,000 square feet of unfinished basement storage space. The building's structural system will primarily consist of autoclaved aerated concrete (AAC) tilt-up panels, with hollow-core concrete slab floors. There will also be some limited use of precast structural concrete frames and steel roof framing at select locations. The foundations will bear on drilled caissons. Concrete footings, below-grade walls, and slab-on-grade first floor are also part of the foundation design. The exterior finish will be a multi-color brick veneer. Interior finished will typically consist of VCT flooring, painted plaster walls, and ACT drop-in-ceilings, through special rooms will have other finished such as ceramic tile and carpet. Mechanical, electrical (including low-voltage), plumbing, fire protection, and security systems will also be part of the project, as will an elevator. The project site is approximately 2.33 acres. Site work include providing new sidewalks and curb cuts, providing block retaining walls, and constructing parking areas. Landscaping work will include plaiting shrubs and small trees in raised planting beds around the building, as well as providing trees, grass, and other miscellaneous plantings. Outdoor surfaces will also include painted asphalt play surfaces and poured latest safety surfaces. A metal fence with some brick piers will surround much of the site. Work required to provide new utilities, including a storm water management system, will also be a part of the site work. The contractor will be required to obtain all necessary permits, and to assume control of the site from the demolition contractor. Estimated cost of construction (total for all 4 phases) is between $ 10,000,000 and $20,000,000. Construction completion (for all 4 phases) is not later than 330 calendar days.
