Description
It is contemplated that an Indefinite Delivery/Indefinite Quantity Contract be awarded by the United States Property and Fiscal Office for the state of New York, (USP&FO-NY) to a qualified professional Architect Engineer (AE) firm. The majority of services will be performed in upstate New York, at the 174th Fighter Wing, Hancock Field ANG Base located in Syracuse, New York. However, additional projects may be awarded at the five locations throughout the state. They are: Niagara Falls ANGB; Stratton ANGB in Scotia, NY; Westhampton Beach ANGB; Stewart ANGB located in Newburgh, NY; and NEADS at the former Griffiss AFB, in Rome, NY. The selected firm will be tasked to perform AE multi-disciplinary designs, Task Orders, and projects which consist of the following services: Title I, Type A investigative, Type B Design, and Title II, Type C, Construction inspection, or any combination thereof. Each Task Order will require a mixture of engineering disciplines. Upon award, negotiations for each specific Task Order shall be based on the AE effort involved. Scope of design services may include but are not limited to: Architectural, civil, structural, mechanical, electrical, and environmental designs for construction, repair and alteration of multi-use facilities and base utilities/pavements. The contract may also call for the preparation of engineering studies, facility project books, and/or statements of work for various engineering studies. The Indefinite Delivery contract will have a maximum monetary limitation of $2,000,000.00/yr. The initial contract duration is for a period of one (1) year from the date of initial award. IAW FAR 52.217-09, the Government may extend the term of the contract for four (4) years, by written notice within the time frame specified in the contract. The North American Industrial Classification System (NAICS) code is 541310. Selection of AE is not based upon competitive bidding procedures, but rather upon satisfactory performance of the required qualifications. Necessary professional qualifications are listed in priority order as follows: 1) Professional qualifications necessary for satisfactory performance of the required services; 2) Specialized experience and technical competence in the type of work required, including where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered material; 3) Capacity to accomplish the work in the required time; 4) Past Performance in contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; 5) Location in the general geographical area of the project and knowledge of the locality of the project; provided that application of this criterion leaves an appropriate number of qualified firms given the nature and size of the project; and 6) Volume of work awarded by DOD during the past twelve (12) months. Firms not complying with these requirements will be considered non-responsive. AE firms shall submit appropriate application data on Standard Forms 254 and 255. Applications are due on 13 August 2001. However, if the announcement appears after July 13, 2001, applications are due 30 days from the CBD publication date. This solicitation is for full and open competition (a set aside is not applicable hereto (NAICS 541310)).
