Description

1) NOTE: THIS SOLICITATION IS LIMITED TO 8(a) FIRMS MEETING THE REQUIREMENTS LISTED BELOW. 2) The Engineering Field Activity Northwest (EFA NW) has an existing Basic Ordering Agreement (BOA), N44255-00-R-2547. The subject BOA established a pool of Basic Ordering Agreements (BOAs) with qualified 8(a) firms. These firms are eligible to compete with other 8(a) firms for BOA orders within the scope of the BOA. 3) This notification is to inform 8(a) firms not currently included under BOA N44255-00-R-2547 that they may submit their qualifications to be included under this BOA, and to become a part of the existing pool of qualified 8(a) firms. 4) BOA requirements may include multiple general construction projects including new construction or structures and facilities; housing renovations; alterations and repairs to existing facilities; and demolition. Specific projects may include, but are not limited to, concrete work, pier structural repairs, and repair and replacement of windows, HVAC systems, electrical systems, fire alarm systems, and interior/exterior walls. Projects may be fully designed or design build. During performance of the work under this procurement, asbestos, hazardous waste, or pollution abatement may be encountered. 5) The North American Industry Classification System (NAICS) is 2333, but work under this procurement may include lesser work under NAICS 23322. The related small business size standard is $17 million. 6) Competition on individual BOA orders under the BOAs may be on the basis of price only or best value. 7) The estimated duration of the BOAs is three years with an estimated value of $14 million over the three-year duration, with two of the three years currently remaining. Individual projects are estimated to range from $100K to $3 million in value. 8) The SBA assigned number for this procurement is 1013-00-003088. 9) COMPETITION IS LIMITED TO ELIGIBLE 8(a) FIRMS LOCATED IN WASHINGTON STATE, AND TO 8(a) PARTICIPANTS IN GOOD STANDING, SERVICED BY A SBA OFFICE OUTSIDE OF WASHINGTON STATE, BUT HAVING A BONA FIDE BRANCH OFFICE IN WASHINGTON STATE. Joint-Venture Agreements are allowable on competitive 8(a) set-asides and must be received by the SBA prior to the proposal due date and approved before award of the resulting BOA and/or BOA Order. If you are contemplating a joint-venture on this project, you must advise your assigned Business Opportunity Specialist (BOS) at the SBA as soon as possible. It is also recommended that the agreement be submitted to your BOS as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your BOS has adequate time for a thorough review before the proposal due date. 10) Specifications are available ONLY to firms meeting the above requirements.
