Description
The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), through the Program Support Center (PSC) intends to award a sole source simplified acquisition to the National Consortium for African American Children (NCAAC) in Washington, DC for an Anti-Stigma Campaign for African American Youth. The issue of stigma greatly impacts African Americans seeking mental health services. The need to develop campaign plans that target specific racial/ethnic populations and further segment age groups in reducing stigma is required. This proposed requirement for which the Government intends to solicit only one source is under the authority of of FAR 13.106-1(b). Interested concerns may identify their interest and submit a capability statement that demonstrates their ability to provide the required services. Information received will normally be considered solely for the purpose of of determining whether to conduct a competitive procurement. This notice is not a request for competitive proposals. No solicitation is available; therefore, requests for such document will be considered invalid responses. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses are received, the Contracting Officer will proceed to issue a purchase order to NCAAC. Responses must be in writing and refer to 01M008824 to the attention of Marisha Foreman. See Note 22.
