Description

The Health Resources and Services Administration intends to negotiate under FAR Part 13 -- SIMPLIFIED ACQUISITION PROCEDURES on a sole source basis with The American College of Emergency Physicians (ACEP) 11 19th Street, NW, Suite 650, Washington, DC 20036 to produce an emergency medical plan for physicians. The plan will be designed to reduce child and youth mortality and morbidity sustained due to severe illness or trauma. It aims to ensure state-of-the-art emergency medical care for the ill or injured child and adolescent; to ensure that pediatric services is well integrated into an emergency medical services system to ensure that the entire spectrum of emergency services is provided to children and adolescents. It is expected that any resulting award will be a cost-sharing award, with many of the costs being in-kind contributions from the ACEP. Negotiations with the ACEP are expected to result in a Purchase Order with a period of performance of 10 months. Because any other source would have to duplicate ACEP membership, position in the medical community as The American College of Emergency Physicians and the offer of in-kind contributions, ACEP is deemed the only responsible source capable of providing the required work and service under authority in 41 U.S.C.253 (1), as set forth in FAR 6.302-1(b)(1)(I). This is not a solicitation. A copy of the solicitation has not yet been produced. A copy of the Justification for Other then Full and Open Competition is on file.
