Description
The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) through the Program Support Center is soliciting bids to award an eighteen (18) month simplified acquisition for Latino Mental Health and Youth Violence Prevention Resource Directory. A review of the current mental health and educational literature indicates that there are unique challenges and specific disparities facing Latino communities, which place them at risk for increased mental illness and community violence. The Contractor shall collect and disseminate information on resources, culturally and linguistically competent Latino mental health programs and services, and relevant data. It shall also create a CMHS Latino Mental Health Resource Center website (hereafter referred to as Latino Resource Center). This project is designed to fill a gap in information collection and dissemination in the areas of Latino youth violence and mental health. The Contractor shall develop or collect products relevant to the issues of mental health, mental illness and youth violence in Latino communities and make them available on the Resource Center website. The Contractor shall also create a searchable data-base directory of Latino-serving mental health and youth violence prevention programs that will serve as the content and context for an online directory available via the Latino Resource Center website and linked with the CMHS KEN and SSHS Action Center websites. It shall also provide a listing of bi-lingual service providers or mental health professionals with specific knowledge on working with Latino communities. The Contractor shall be a clearinghouse for multi-lingual brochures covering topics such as depression, eating disorders, care of the elder, access to health care services, major mental illnesses, and how consumers and family members can gain access to services. The contractor shall develop novel materials where existing materials cannot be located, such as online fact sheets on related topics for Latino youth, adults and families (i.e. current population statistics, psychiatric epidemiology data, service utilization rates, ethnic specific services, best practices in violence prevention, juvenile justice involvement, suicide rates, and family violence). Offerors must submit a written request for solicitation number 01M008819 to: HHS/PSC, Attn: Marisha Foreman, Parklawn Building, Room 5-95, 5600 Fishers Lane, Rockville, MD 20857. Request may be requested via facsimile on (301) 443-8488 or (301) 443-2761, or sent via email to: mforeman@psc.gov. This is a 100% small business set-aside. The anticipated release date is July 26, 2001.
