Description
The Government intends to solicit and negotiate on a sole source basis with Association for Biodiversity Information, Arlington, Virginia to develop classification standards for marine and coastal habitats. These standards must be integrated with the standards for classifying freshwater habitats that are currently being developed by the federal government and with the ecosystem-level mapping efforts of the North American Commission for Environmental Cooperation (NA CEC). The work shall include: cataloging and reviewing existing classification systems for coastal and marine habitats, developing draft coastal/marine habitat classification standards, conducting a peer-review workshop to review and revise the draft classification standards, revising the standards as needed, based on results of the peer-review workshop, and identifying locations and partners for a pilot implementation of the classification system. Authority: 41 USC 253(c)(1). The Association for Biodiversity Information is the only know source capable of performing the required work. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of ability to perform the required work. Copies of the solicitation will only be provided in response to written or faxed requests received directly from the requestor. Telephone requests will not be honored.
