- Description
- The Substance Abuse and Mental Health Services Administration (SAMHSA), Office of Managed Care (OMC), through the Program Support Center, is soliciting bids to award a fifteen (15) month simplified acquisition for Stakeholder's Expectations Concerning the Interface between Managed Behavioral Healthcare Organizations and the Primary Care Sector. The majority of Americans with health insurance are enrolled in plans that carve out behavioral health care services to managed behavioral health care organizations (MBHO) with behavioral health specialists. However, people with mental health and substance abuse problems seek and receive services from many different types of providers, not only from specialty health care providers. The Contractor shall: 1) develop a conceptual framework describing how detection and treatment rates for behavioral health disorders (particularly, major affective disorders) in primary care settings could be increased, explicitly assessing differences and commonalities between public-sector and private-sector health insurance that may affect managed care organization (MCO)/MBHO, provider and client behaviors; 2) conduct interviews with public- and private-sector stakeholders, including purchasers (Medicaid, public mental health and substance abuse officials), MCO and MBHO personnel, primary care and specialty behavioral healthcare providers, consumers and family members, to examine their respective interests in behavioral health treatment and the incentives they face to purchase or provide it; and 3) prepare a report, based on the conceptual framework and the data collection, outlining potential leverage points for increasing the rates of effective (evidence-based, clinical practice guideline-concordant) detection and treatment of behavioral health disorders (with a focus on major affective disorders) in specialty and primary care settings.
