- Under the authority of Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302, the U. S. Census Bureau intends to contract on a sole source basis for services to provide expert advice and assistance in planning, implementing and operating IT programs and projects. The services provided will include: (a) addressing new initiatives to determining the impact on facilities management and disaster recovery activities; (b) reviewing and evaluating administrative and technical IT operations; (c) designing and preparing materials and presentations; (d) providing on-going expert consultation concerning the mission, direction and operations of the Computer Services Division (CSvD) and the Bowie Computer Center; and (e) making recommendations for such areas as streamlining efforts, problem solutions, and efficiency gains. The contractor is expected to be able to interact independently with the Bureau's executive staff and program managers, Department of Commerce officials, and other IT contractors. Contractor must possess formal certification and experience in the development and testing of Disaster Recovery/Business Continuity Plans, possess in-depth knowledge and expertise with both the U. S. Census Bureau administrative and budgetary systems and processes and the role and responsibilities of IT in statistical data processing in the Census Bureau. Contractors must have in-depth knowledge and experience in data center operations and facilities management, as well as an understanding and familiarity with the Census Bureau's organizational structure, functions, culture, and programs. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrate their ability to meet the Census Bureau's needs. Detailed capabilities must be submitted to the U. S. Census Bureau, Acquisition Division, 4700 Silver Hill Road, Room #1557 (Mail Stop 1700), ATTN: William Russell, Suitland, Maryland 20746. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 45 days from the publication of this synopsis, a contract may be issued to the proposed contractor without further notice.
