Description
The U.S. Department of Justice, United States Attorney's Office for the District of Columbia, has a requirement for a qualified contractor or similar professional organization to operate a children's waiting room, also known as drop-in daycare services. The DOJ provided facility is located within a federal building in Washington, DC. All applicable DC licensing standards will apply, even if considered voluntary. The contractor shall provide all qualified staff and support systems to supervise, monitor, provide reading/entertainment materials, and otherwise be responsible for the children of victims and witnesses (or other accompanying adults) having business to conduct at the USAO for DC. The waiting room hours for accepting the children shall be 8:30am to 5:30pm, Monday -- Friday, excluding Government holidays or other days the building is closed. The children may be in the waiting room from several minutes to several hours, depending on the business to be conducted by the accompanying adult. The exact age ranges, maximum capacities, health/hygiene standards, and other operating procedures are to be determined. Room enhancements such as video surveillance cameras and the installation thereof, may be acquired by the Government from the contractor, as part of the pre-operational start-up planning and expenses, to be negotiated as part of the proposed contract. The waiting room operational period of performance shall begin in the first quarter of FY02 (exact date to be determined) and continue through September 30, 2002, with four one year options to extend the term of the contract thereafter. A fixed price monthly fee for service is anticipated. It is anticipated the RFP will be issued the week of July 23, 2001, and proposals due the week of August 20, 2001. A date and time for a Site Visit open to all potential offerors will be announced in the RFP. This acquisition is being conducted as a commercially available service under FAR Subparts 12 and 13.5. The assigned NAICS code is 624410, with a size standard of $5.0M. However, this procurement is not a set-aside.
