Description

The Health Resources and Services Administration intends to negotiate under FAR Part 13 -- SIMPLIFIED ACQUISITION PROCEDURES on a sole source basis with The American Public Human Services Association (APHSA) 800 1st Street, NW, Suite 500, Washington, DC 20002 to foster improved policies and policy coordination between HRSA constituents and State Medicaid Directors. The contractor will hold a series of three regional meetings between the State Medicaid Directors and HRSA constituents regarding a common theme of mutual interest. In addition to generating support and participation in the meeting, the organization which plans these meetings must also have the ability to represent Medicaid Directors in planning the meetings (i.e., identifying topics to be addressed, selecting speakers that will be reviewed as being credible to the Medicaid community identifying appropriate participants). It is expected that any resulting award will be a cost-sharing award, with many of the costs being in-kind contributions from the APHSA. Negotiations with the APHSA are expected to result in a Purchase Order with a period of performance of 19 months. Because any other source would have to duplicate APHSA membership, position as the American Public Human Services Association and the offer of in-kind contributions, APHSA is deemed the only responsible source capable of providing the required work and service under authority in 41 U.S.C.253 (1), as set forth in FAR 6.302-1(b)(1)(I). This is not a solicitation. A copy of the solicitation has not yet been produced. A copy of the Justification for Other then Full and Open Competition is on file.
