Description

The U.S. Army Soldier and Biological Chemical Command intends to conduct negotiations with and award a contract to Divers Alert Network, Department of Anesthesiology, Duke University Medical Center, F. G. Hall Center for Hyperbaric and Hypobaric Medicine, DUMC 3823, Durham, North Carolina 27710 on a basis of other than full and open competition, reference FAR 6.302-1(a) for services to develop a database and statistical model of acute mountain sickness field and laboratory data to include: 1. Develop relational database of field and laboratory datasets; 2. develop statistical model of AMS using field datasets and 3. apply the statistical model of AMS developed in Number 2 to laboratory datasets provided by USARIEM. The Diver's Alert Network (DAN), Duke University Medical Center has proprietary DBMS and statistical analysis methodologies to collect depth-time dive profile data, demographic data and medical outcome data from scuba divers to assess risks of diving and modeling of decompression illness. DAN has access to field data sets of AMS collected on several expeditions, which complement ARIEM's laboratory generated data sets, and eliminates the need for ARIEM to collect or otherwise obtain field data sets. The DAN personnel are uniquely qualified to perform this work as they are experienced investigators in hypoxia and mountain medicine. They also have extensive experience conducting military operational medicine projects and summarizing their work into written guidance for military medical officers and commanders.
