- Port Hueneme Division, Naval Surface Warfare Center (PHD NSWC) is re-soliciting proposals on a full and open competitive basis from qualified organizations for a future Advanced Underway Replenishment system and in-service engineering support. This effort was previously synopsized on 22 June 2001 under solicitation number N63394-01-R-1247 as a potential Small Business Set Aside, however, an acceptable offer was not received. There is no change in this requirement. Solicitation N63394-01-R-1250 will be issued on or about 1 August 2001. This procurement will result in a Cost-Plus-Fixed-Fee, Indefinite-Quantity/Indefinite-Delivery/Award Term contract. Qualifications shall include all Key Team Members, previous Underway Replenishment scientific and engineering projects and design/development capabilities for a future Advanced UNREP System and in-service engineering support. The requirements for the Advanced UNREP System shall include: a) Hydrodynamic investigations of station keeping during UNREP to develop models and simulations for the effect of higher tensioned UNREP rigs; b) Models and simulations shall reflect effects of varying ship separation, ship speed, tensioned lines, operating environment and ship characteristics; c) Develop technology to provide ship-positioning information during UNREP; d) Include design of station keeping aids, for conning officers, which will reduce control ship and approach ship risk of collisions; e) Devise conceptual models for new constant tensioned UNREP transfer systems. Models shall reflect individual components and overall system for both cargo and fuel transfer; f) Create a technical approach to develop a catenary equation applicable for new constant tension UNREP methods. Include dynamic effects such as vertical perturbations of the highline due to harmonic frequencies. Catenary equation shall be effective for entire length of highline or spanwire; g) Advance the state-of-the-art for the air clutch tensioned hauling system to transfer loads through development of innovative load control technology for higher speed and heavier loads; h) Technical approach will require an automated deceleration system that can be demonstrated for the trolley carrying the load on the highline; i) Design developmental models of a system to transfer loads underway, in sea state 5 conditions; j) Developmental models will include full size delivery and receiving stations; k) Designs shall be required for land based test facilities and shipboard installations; l) Design advanced marine cargo handling machinery for developmental model testing for new UNREP systems to deliver greater loads at higher speed; m) The contractor shall provide ram tensioners, highline/spanwire winches, hauling winches, saddle winches, sliding block drives and sliding padeyes; n) Provide continuing technical development efforts for a comprehensive strategy for future underway logistics (i.e., transportation of materiel); and o) The strategy will include interfaces with outside resource sponsors, industry and laboratories in promoting underway logistics as it determines operational, manpower reduction and design requirements. In-Service Engineering support shall include the following: a) Conduct research and development engineering investigations; b) Develop UNREP system arrangement and interface studies; c) Fabricate demonstration models, mockups and prototypes of UNREP equipment and systems; d) Develop and proof out Engineering Change Proposals (ECPs) to revise engineering drawings; e) Revise mono-detail deck machinery and UNREP hardware design and data packages for UNREP systems and equipment in accordance with approved ECPs; f) Plan, prepare and accomplish ECP backfits, Ship Alterations (SHIPALTs), Transit Alterations (TRANSALTs) and Alteration Equivalent to Repairs (AERs); g) Perform in-service engineering to fabricate, troubleshoot, install, checkout, modify and repair UNREP systems and equipment; h) Develop instrumentation requirements and provide instrumentation to perform tests of UNREP systems and equipment; i) Provide UNREP systems and equipment training; j) Prepare/revise Integrated Logistic Support (ILS) documentation, charts, lists and forms relating to life cycle support for UNREP systems and equipment; and k) Develop UNREP documentation such as system and equipment technical manuals, Technical Repair Standards (TRSs) and System Operability Tests (SOTs). This solicitation is being issued unrestricted under North American Industry Classification System Code (NAICS) 541330 with a size standard of $20M.
