- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 13, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued. This solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) web site http://www.fedbizopps.gov/. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up-to-date information about this acquisition. This solicitation is being issued as a Request For Quotation (RFQ) #043230, the provisions and clauses incorporated are those in effect through Federal Acquisition Circular FAC #97-27. The solicitation is under the Simplified Acquisition Procedures (SAP) and is a Small Business-Small Purchase Set-Aside. The North American Industry Classification System (NAICS) is 421490 and the business Size Standard is 100 employees. This will be a Firm-Fixed Price solicitation. The Government intends to acquire competitive price on the following item and to include on-site installation, warranty, and training: a microspectrophotemeter (MSP) system that cover the ultra violet, visible ranges and will require fluorescence spectroscopy capabilities. This should be digitally compatible and exchangeable with the S.E.E., Inc. MSP system currently used. The technical specifications are as follows: Spectrometer Requirements -- 1) interface with an existing Zeiss Axiotron microscope with quartz optics; 2) compatible with existing Zeiss, XBO, Xenon source lamp; 3) cover a wavelength range of at least 200 to 1000 nm with a diode array array of 1024 pixels with a resolution of at least 1.0 nm/Pixel; 4) electronics data interfacing must be at 16 Bits to provide sufficient dynamic range and an integration time of less than 15 sec. Data Handling Requirements -- 1) PC with at least a Pentium III processor, with MS Windows 98, 17" monitor, 128 meg of Ram with at least a 20 gb hard drive and a current 48X CD-ROM, 3 1/2" removable drive, TV camera and high speed inkjet printer such as HP Deskjet 970C or equivalent, including cable; 2) interface card for the spectrometer to the personal computer PC; 3) spectral software system that will provide data compatible and exchangeable with the S.E.E., Inc. MSP system. General Requirements -- 1) ocular Micrometer for the microscope; 2) the system must be checked out while interfaced to the Zeiss Axiotron microscope prior to delivery; 3) one year warranty on the system; 4) three days of training on-site in Quantico, VA. FOB-Destination-FBI, Quantico, VA. All bids shall be submitted to FBI, ATT: Julie A. Hammond, RFQ-043230, Room 10254, 935 Pennsylvania Ave., NW, Washington, DC 20535 or faxed to (202) 324-0570 no later than 4:00pm, EST, 08/03/01. All responsible sources may submit a quotation, if received timely, will be considered by the agency. Award to be made within one (1) week after closing.
