- Description
- Sprinkler System Replacement. Construction services for the replacement of the existing sprinkler system on floors 3 through 10 at the Harold Washington Social Security Center, 600 W. Madison St., Chicago, IL. The existing sprinkler system is constructed of copper piping. As part of a combined luminaire heat rejection/sprinkler system, it is being totally removed and replaced with new cast iron piping. The existing risers are cast iron and will remain for reuse along with the existing fire pump. New water flow devices, tamper switches, pressure gauges and os&y control valves are also to be installed. Water flow and tamper switches shall be connected to the existing Fire Alarm control panel. Project also includes minor re-working of sprinkler systems in Penthouse, lower level and warehouse, and 2nd floor mechanical electrical and storage spaces. Elevator Lobbies on floors 2 thru 10 shall have the existing drywall ceilings and lighting replaced with new suspended acoustic tile ceilings in conjunction with the sprinkler work being done on that particular floor. All construction shall occur on only one floor at a time and is to be done at night, with all ceilings reinstalled for the following workday. The base bid for this project will be for floors 3 and 4 only with separate options for each of the remaining floors. The construction range for this project is $1,000,000.00 $5,000,000.00. Proposal Submission Requirements. The contractor must demonstrate that they are able to obtain the required surety bonding and that they have the financial capacity and resources to accomplish this project. General Contractors Qualifications -- The contractor must have successfully completed at least two (2) renovation or new construction projects in the past five (5) years, which are similar in scope, requirements, complexity, dollar value and level of finish quality to the proposed project. Key Personnel Qualifications. -- The project manager and construction superintendent should possess qualifications and experience, which demonstrate a thorough knowledge and competence level commensurate with the positions for which they are being proposed. These personnel must have performed essentially the same duties as being proposed under this project on a minimum of two (2) projects during the past five (5) years, where the cost of the project was comparable to this project. Contract Award. Proposals will be competitively chosen using negotiated procedures. Award will be based on the lowest price, technically acceptable offer. If an offeror does not meet the bonding and financial capacity requirements of the RFP along with both past experience and key personnel qualifications and the aforementioned submission requirements, it will not be further evaluated based on price. The actual release date for the Request for Proposal (RFP) is anticipated on or around 26 July 2001. Funds are not presently available and award is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. The performance period from Notice to Proceed to project completion is approximately 210 calendar days for the base contract and 75 days for each option. The resulting contract type shall be firm, fixed-price. SB/SDB. The North American Industry Classification System (NAICS) Code is 233320, with a small business size standard of $27.5 million based on the contractor's average annual receipts for the preceding three (3) years. In accordance with the Small Business Competitiveness Demonstration Program, this procurement is open to all business concerns. Therefore, responses from both small and large business concerns will be considered and evaluated for selection. Small business, minority-owned and women-owned businesses are strongly encouraged to participate. Small, disadvantaged businesses must be pre-certified by the Small Business Administration in order to be considered for evaluation as such under the new federal regulations. In order to receive the benefit of a price evaluation preference, you must be certified by the Small Business Administration as a HUBZone small business concern and/or a small disadvantaged business concern. Contact your local SBA office for further information. The Government recognizes the talent existing in smaller firms and encourages their participation in the construction of federal facilities. Joint Ventures. Joint venture or firm/ consultant arrangements will be considered and must submit an acceptable joint venture agreement. In the event a large business is the awardee, an acceptable Subcontracting Plan must be approved and accepted prior to contract award. Large businesses shall be required to demonstrate a proactive effort to have participation from small, small disadvantaged, HUBZone, Veteran-owned and small woman-owned business concerns. Interested parties may request copies of the specifications and drawings by submitting a letter of interest along with a Cashiers Check or Money Order in the amount of $85.00 per set, made payable to B & L Blueprint, Inc. to Christine Parzygnat at General Services Administration; Property Development (5PCO); 230 South Dearborn Street, Room 3512- DPN 35-6; Chicago, Illinois 60604-1696 no later than 02 August 2001.
