Description

The Office of Naval Research (ONR) had previously purchased a software license to an electronic form management system, Visual eForms Enterprise dedicated to ONR's local area network (LAN). In order to allow interface between ONR users and outside users, ONR intends to acquire the internet version of this form management system, Visual eForms Enterprise Server that consists of a family of electronic forms management products including Visual eForms Toolbox, Visual eForms Designer, and Visual eMerge. The Government intends to solicit only one source under the authority of FAR 6.302-1. Negotiation is anticipated between the government and Multimedia Abacus Corporation, the developer of Visual eForms Enterprise software. Interested parties may identify their interest and capabilities or submit proposals. This is not a request for competitive proposals. However, all proposals received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
