- Description
- This is a sole source, combined synopsis/solicitation for commercial items prepared in accordance with the format in Far part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This non-competitive action will be processed in accordance with FAR 6.301-1. (Only one responsible source and no other supplies or services will satisfy agency requirements.) The University of Arkansas at Pine Bluff (UAPB) has successfully collected and stored seeds from local prairie remnants for use in establishing seed production for the GPADP. Also, UAPB owns and operates experimental farms in Lonoke, Arkansas, and Marianna, Arkansas. The farms are uniquely suited for establishing and maintaining healthy native seed production plots for the GPADP because of their close proximity to the project area, prairie soils, and favorable climatic conditions. No other company could provide the continuity of the further development of the prairie grass restoration as part of the GPADP. A sole source quote is being requested pursuant to this announcement and shall reference requisition number DACW66-01-T-0143. Summary of requirements for this requirement is as follows. The duties will include greenhouse germination of seeds, seedling transplantation in single-species field plots, cultivation and care of field plots, additional collections of seeds from local prairie remnants, and seed germination and viability testing. Also, provide a report documenting the results of all procedures followed and results of the work performed. This solicitation incorporates all of the applicable provisions and clauses in effect through 97-26, as if stated in full text, as well as the terms and conditions of FAR 52.212-1. Offeror should include a copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause 252.204-7004, Required Central Contractor Registration applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions required to implement statutes or executive orders-commercial items applies to this acquisition. EFARS clause 52.232-5001, Continuing Contracts applies to this acquisition. To obtain a copy of the above clauses and provisions call the point of contact listed above. A firm fixed priced commercial items purchase order, utilizing the simplified acquisition procedures, will be used.
