Description
The USDA, Agricultural Research Service, National Animal Disease Center, Ames, IA, has the requirement for the purchase of Quadrupole Orthonganol Time of Flight Mass Spectrometer with HPLC. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Award of this solicitation is contingent upon the availability of appropriated funds (See FAR Clause 52.232-18, Availability of Funds). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. 5114-1-2007 is issued as a Request for Proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The solicitation is issued under full and open competition. Any responsible contractor may submit a quotation. NAICS Code is 339111 with a corresponding size standard of 500 employees applies to qualify as a small business. Offerors are to propose prices for the following system which must consist of: Mass Spectrometer and Computer and Software: Quadrapole MS-1 mass analyzer with parent ion selection of 4000 for MS/MS analysis; Time of Flight with a pulse rate variable to 30,000 spectra/sec.; Mass range of 32,000 for MS and MS/MS experiments; Electrospray probe for flowrate of 1-1000ul/min; Atmospheric Chemical Ionization probe -up to 2 ml/min flow rate into source allowed; Electropspray probe for 100-1000 nl per minute; All ionization sources must be made by the same company to ensure compatibility; Must not require physical manipulation by the user to switch between positive and negative ion detection; Must include all necessary pumps for producing vacuum and all cooling devices for them; Must include observation ability for nonoliter flow rates; Must include a syringe pump for direct injection onto the MS; Must supply reodyne or equivalent injection (can be on the LC); Must include computer all necessary software and hardware to run at hightroughtout and search databases by data dependent searches; Computer must have 17 inch or larger monitor; Computer operating system must be Windows NT to be compatible with existing Millennium based data and instrument methods; Must include all necessary software for deconvolution of multiple charges states greater than 4; Must include software for metabolite and its license; Must include software for protein digests, sequences, and databases searches with necessary licenses; Software must be able to take multiple charges states and deconvolute to zero charge to increase signal to noise ration and resolution; Must be able to do neutral loss experiments; Must be able to do isotope-leading experiments; Software must control both the HPLC and Mass spectrometer. The Mass Spectrometer must be able to be triggered to MS/MS mode by the UV or PDA detector and back to MS mode again. High-Performance-Liquid-Chromatography Separation Machine: Must have independently driven pistons; Must be able to detect bubbles in the solvent; Must not contain pulse dampeners; Must be able to blend 3 or more solvents at once; Must have a programmable needle wash and seal wash without increasing run time; Must have an integrated sample manager that can handle 96-well type plates of varying sizes programmable by the user (ie 2 ml vials or 384 well plate); Must be able to controlled by both Millennium software and the software that runs the Mass Spectrometer accompanying this order (not simultaneously); Sample manager must be enclosed to protect light sensitive samples; Must have floppy disk drive or better for methods transfer t other Millennium based systems; Must have a vacuum degasser in the solvent line and option for Helium sparging each of four solvents separately; Must have a column heater; Must have a sample chamber heater/cooler; Must contain a six column select valve; Must have a Photodiode array detector comparable (by IEEE) with LC and able to collect both PDA data and monitor a 5 wavelenghts real time; Must integrate data detection from PDA with Mass spec data collection: Must have a RS232 output capabilities; Must have five or more different outputs for separate events (contract closure); Must have 3 or more inputs for events; Must be able to wash needle, and load sample while previous sample is running and have a programmable fast column equilibration for high throughput; Micromass Q-T of Ultima API Hybrid Quadrupole/Orthogonal Time of. Flight Mass Spectrometer or equal. Proposal must be included a 1 year warranty from the time of set-up and on site training for 5 days for 5 people. Proposal offering an or equal must submit descriptive data required by FAR Clause 52.211-6 . Failure to demonstrate compliance will be cause to reject the proposal without further discussions.
