Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined Synopsis/Request for Request Number is AMSTAT-RO-0-1901. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46, dated 17 Mar 97. The associated standard industrial classification code is 7379, with a size standard of $18.0 million. The requirement is for ISO 140001 implementation support: 1) Website troubleshooting and development, incorporating the following elements -- a) Identify and correct hyperlinks within EMS standard operating procedures, records & forms; b) Identify and close hyperlink gaps in EMS standard operating procedures, records, & forms; c) Develop five transition web pages to support a working system from EMS implementation web site; d) Populate transition web pages to support a working system with EMS documents as they are approved; e) Provide upgraded documentation components to improve EMS effectiveness; f) Work with TARDEC Information Technology personnel to facilitate web site distribution across the entire organization's server network and 2) Moderate ISO 14001 implementation consulting with the following elements a) Advise TARDEC EMS Implementation Project Team on closing gaps in current system to achieve ISO 14001 conformance; b) Assist TARDEC EMS Implementation Project Team in indentifying current SOPs that are conducive to use in ISO 14001 EMS; c) Provide guidance on SOP design; d) Attend EMS Implementation Project Team meetings; e) Provide support to TARDEC EMS Implementation Project Team on methods for organization wide EMS communication; f) Provide targeted support to enhance EMS internal auditing program; g) Work with TARDEC EMS Implementation Project Team and register to support a seamless and successful certification process. No options will be included. Services are for TACOM/AMSTA-TR-O, Warren, MI, and the performance period will begin August 2001. FOB Destination will apply. The following factors shall be used to evaluate offers: i)technical capability of the service offered to meet the Government requirement and ii)price. Offerors are advised to include a complete copy of the Provision 52.212-3, Offeror Representations and Certifications -Commercial Items. The clause at FAR 52.212-4, Contract Terms and Conditions -Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -Commercial Items, applies to this acquisition. This acquisition is rated DO4.
