- Description
- This is a combined synopsis/solicitation for commercial services prepared in accordance with the information in FAR Subpart 12 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation to be issued. Offers are being requested and there will be no other written solicitation issued. Responses should reference Request for Quote (RFQ) number DADA10-01-T-0192. This is a 100% Total Small Business Set-Aside. The recommended NAICS Code is 561210 with a corresponding size standard of $5 million. Firms responding should indicate whether or not they are small business, small woman-owned business, small disadvantaged business, or 8(a) business, according to the referenced NAICS code. This requirement is to provide four training sessions of the Joint Medical Facilities Management Basic Course at Sheppard Air Force Base, Wichitia Falls, Texas on the following dates: 16-19 October 2001, 29 January -- 1 February 2002, 7-10 May 2002, and 13-16 August 2002. SCOPE OF WORK: National Fire Protection Association Code 101, (Latest) version, and NFPA Code 99, latest (version). 8hr/day of instruction on the National Fire Protection Association Life Safety Code 101; Health Care Facilities NFPA 99; and the Statement of Conditions. Instructor will provide each student a copy of a contractor-prepared training handbook for the version currently used by the Joint Commission for Accreditation of Hospital Organizations (JCAHO) for the Life Safety Code and the Health Care Facilities Code (for note taking). The course will be for 24 participants each time. Participants are students attending the Department of Defense Joint Medical Facility Management Course (Basic). The course will be based on the current version of NFPA 101 and 99 used by JCAHO. The seminar should address major changes for the latest editions of NFPA manuals. The JCAHO Statement of Conditions and its relationship to the Life Safety Code should also be covered. Minimum topics in NFPA 99 and 101 to be covered are: a. Fundamental requirements contained in Base Chapters of NFPA 101; b. Requirements for Health Care Occupancies and Ambulatory Health Care Occupancies contained in NFPA 101; c. Requirements for Business Occupancies contained in NFPA 101; d. Major changes relevant to Health Care for the 1997 and 2000 editions of 101; e. JCAHO Statement of Conditions; and, f. All chapters in NFPA code 99 (1999 version) should be covered. Emphasis on Chapter 2 (Definitions), Chapter 3 (electrical systems especially Type 1) Chapter 4 (gas and vacuum systems), Chapter 11 (Health Care Emergency Preparedness), and Chapters 12 and 13 (carefully cover the different requirements between Hospital, Ambulatory Health Care Centers, and Clinics) is required. The Government will provide training space and visual aid projection equipment (slide projectors, overhead projector, screen) for use by the contractor. Students will be asked by the Basic Course Administrator to prepare a written critique of the training provided. The following FAR provisions apply to this acquisition: FAR 52.212-1, Instructions to Offers -- Commercial Items; FAR 52-212-3, Offeror Representations and Certifications -- Commercial Items (All offerors are to include with their offer a completed copy of FAR 52-212-3 available upon request from the Contracting Officer 210-221-4061); FAR 52-212-4, Contract Terms and Conditions -- Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order -- Commercial Items, and FAR 52.232-18 Availability of Funds. Offers are due by August 6, 2001 at 12:00pm CST. The Government will award a purchase order from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: technical capability, past performance and price. Technical capability when combined with past performance is more important than price. The offeror is required to submit three references of past training to include organization name, point of contact, telephone number and a brief description of the training. This solicitation is subject to availability of FY 2002 funds.
