- This solicitation is being issued 100% Small Business Set Aside. The Pre-Solicitation Notice is being revised to state that bids will NOT be opened and a contract will NOT be awarded unless the Project Cooperation Agreement (PCA) between the US Army Corps of Engineers and the City of Dallas, Texas is signed. We estimate that the PCA will be signed by the end of August 2001.
