Description
PRE-SOLICITATION NOTICE: This project includes providing all labor, materials, and equipment for replacement of 480V portion of Substation 5B, Naval Station Bremerton, Washington. The work includes (1) demolition and removal of existing Substation 5B including 480V switchgear, building, concrete slab and other incidentals; (2) demolition and removal of selected cable trays, conduits, cables, and supports beneath the pier; (3) installation of new 480V switchgear and transformers, including concrete slabs and pre-engineered building for switchgear; (4) installation of new conduits, cables, and supports beneath the pier; and (5) installation of removable structural steel canopies over new transformer locations and existing switchgear; and (6) other incidental related work. During performance of this work, asbestos, hazardous waste, or pollution abatement may be required. The North American Industry Classification System (NAICS) Code is 23531. The related small business size standard is $7.0 million. The estimated cost of this project is between $1,000,000 and $5,000,000. This procurement is open to all business concerns. Plans and specifications will only be available via download free of charge via the Internet World Wide Web at http://esol.navfac.navy.mil/ for downloading. This will be the only method of distributing the solicitation. It is the bidder's responsibility to check the web site periodically for any amendments and notices to this solicitation. The official planholders list will be maintained and can be printed from the web site. All prospective bidders and plan centers are encouraged to register as plan holders on the web site. Planholder lists will not be faxed and will only be available from the web site. Plans and specifications will be available on or about 6 August 2001. Location and points of contact for site visits are identified in the solicitation. All qualified responsible sources may submit a bid that shall be considered by the agency. If a large business concern, a subcontracting plan shall be submitted in accordance with FAR 52.219-9 SMALL BUSINESS SUBCONTRACTING PLAN (OCT 2000) ALT I (OCT 2000).
