Description
NASA/GRC plans to issue a Request for Quotation (RFQ) for one (1) Solartron 12608W Full Electrochemistry System and maintenance. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Solartron Analytical,19408 Park Row Suite 320, Houston, TX 77084 under the authority of 10 U.S.C. 2304(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. The system consists of one (1) model 12608W full electrochemistry system consisting of a 1260 Impedance Analyzer, 1287 Electrochemcial Interface, 125587S Zplot/Corrware for Windows; 1280201B PCMCIA GPIB Interface card and cable Win 95/98; one year maintenance for 1260 Impedance Analyzer, one year maintenace for 1287 electrochemical interface. This system is required for compatibility with existing Government-owned equipment, Solartron 1296A dielectric interface and its accompanying software, that is required to perform our research work. The 1260 allows measurements with a wide frequency response of 10 micro-Hertz to 32 mega-Hertz with an accuracy of 0.1% to 0.1 degree, along with a wide impedance measurement range from 100 micro-ohm to 10 mega-ohm that is necessary to fully characterize the experimental materials currently under investigation. In addition, the required instrument allows for efficient operation with its frequency sweep and bias amplitude. Importantly, the manufacturer of the Solartron 1260 system guarantees the specifications of the instrument as nominal and not merely best case performance. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 2, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
